This is the standardization of the components of the custom-made approach of the protocol. It is prerequisite for the expertise of the protocol action. The custom-made approach is prerequisite for the standardization of the protocolary objective mastery.
1.2. Objective Mastery
The objective mastery standardizes perceivings, priorities, procedures, planning and inspection, as elements of the suppression of the primordial scarcities of vulnerable portion of population.
1.2.1. Perceivings
Perceiving is being able to see, understand, interpret, recognize what is known and demanded. The perceiving expertise is required for the protocol action to find the poorindigence foci and for these not to be confused with foci of poverty. It enables us to perceive and grade the existence of primordial scarcities in the individual and in the portion of the population and therefore detect the poorindigent and the UTI. This perceiving is processed quickly, easily, without methodological sophistication and without cost, with the help of the Primordial Scarcity Indicator – PSIn and the Human Primordial Vulnerability Index – HPVI.
