In reality, the expressiveness of the human vulnerability of the local population portion is checked by the lethal scarcities of children, by the intellectual scarcities of adolescents, by the professional scarcities of adults and by the scarcities all together of the elderly. Thus, to perceive the existence of the UTI it is enough to observe if the PSIns of the lethal scarcities of children, of the intellectual scarcities of adolescents, of the professional scarcities of adults and the primordial scarcities of the elderly are different from zero.
Perceiving of the HPVI
The detection of primordial scarcities indicates the existence of a poorindigent and a UTI. The Human Primordial Vulnerability Index - HPVI, or simply HVI, due to the combination of the coefficients corresponding to the graduations stipulated for the thirteen primordial human scarcities PSIns observed (Figure 1.e.), is designed to provide such detection.

The HPVI expresses a diametrically opposed situation to the primordial human civilization. The existence of a UTI and a poorindigent is perceived and graded by checking of HPVI variation from "1" to "0":
