dispersed, native or foreigner, nomadic or sedentary; it is the portion of poorindigents population, concentrated or diffuse, and its territory; it is the standard poorindigence ecosystem. UTI is the vulnerable portion of population and its territory.
The suppression of the primordial human scarcities of a UTI arises from the contributions and initiatives of Civilisers Agents.
1.1.4. Civilisers Agents
The protocol action converges moral support, fiscalization, discovery of UTIs, suppression of the thirteen primordial scarcities of each UTIs, through civilisers agents, independent and autonomous, assuming the functions of:
- Committed Agent, who provides moral support to the undertaking because of the respect and admiration he enjoys in society;
- Fiscal Agent, who accompanies, confers and assesses the quality of the undertaking results;
- Indicator Agent, who works in active search for UTIs and disseminates them to the public, wherever these are located; or
- Guardian Agent, who assumes the compromise of removing the thirteen primordial scarcities of the UTI population.
In the protocol action, the guardian agent performs the role with full autonomy – in his UTI he is the "highest authority" of the undertaking, and also the one who ensures the resources (technical, human and financial), coordinates and executes the actions, manages and stars in the undertaking, promotes the end result (ER) directly. He undertakes rather than just participate – participation is not commitment. And under two restrictions - respect the rule of biunity (to every guardian agent his own UTI and vice versa, without exception), and must be a formalized social group, or a private enterprise, or a local government.
