1.1.2. The Unit of Scarcities
The one who "vertebra white", characterizes, identifies, underlies and reproduces the paroxysms of the human vulnerability, and of degraded environment, of the portion of the population made unhappy by primordial scarcities, is a poorindigent. With anthropological differences and sociological similarities, by definition, poorindigent is the indigent individual, or almost, vitally, intellectually and professionally unskilled, socially helpless, uninformed of his legal rights, with a citizenship established by the characteristic condition itself, the poorindigence. He is the standard scarcities unit that motivates the protocol action, identified by the PSG1 scarcities or, in absence of that, by those from other group.
The presence of a poorindigent in a portion of the population indicates the existence of primordial human scarcities and the presence of such scarcities in a portion of the population indicates the existence of poorindigence.
The ecosystem that welcomes poorindigent neighbors, constituting a community, portion of the population, sets a territorial unit of intervention.
1.1.3. Unit Territorial of Intervention - UTI
The “portion of population with primordial human scarcities", or "portion of poorindigent" whipped by incipient economy, social despair and political disturbance is the portion of the local population called " Unit Territorial of Intervention - UTI" of the protocol action. UTI is the environment in which the thirteen primordial scarcities germinate and feed each other permanently; it is the territory in which the poorindigents are sown, grown and reproduce; it is the local set "poorindigents - primordial human scarcities - territory"; it is the territorialization, urban or rural, of poorindigents clustered or
