5.2. Reorganogrammation
Reorganogrammation is the providence that adds to the organizational chartof thelocal government the organ of the protocol action. This increase perpetrates the deployment of the organizational chart of the local government in two bands, mutually compatible, designed to build the sustainable humanized development of the entire local population. The "Band I" that exists, with the function of promoting economic growth and social development of the entire local population, and the "Band II", novelty, with the executive function of promoting the suppression of the thirteen primordial human scarcities, and the primordial human civilization of the vulnerable portions of the population.
Dismembered in fourteen organisms, one of them being central, of general coordination, installed at the office of the highest local authority, and thirteen others, of sectoral coordinations, allocated in the thirteen sectors in tune with the suppression of each primordial scarcities, this "Band II" - designated, generically, "Government of the Primordial Civilization of Local Population Portions / GC3PL" – inaugurates the organizational capacity "guardian" of the local government (Figure 5.a).
