5. LOCAL GOVERNMENT
The local government has the responsibility of attending to the local affairs of the individual, collectivity and environment. The suppression of the primordial human scarcities of vulnerable portions of the population is a matter of the local government. The local government organization is molded to fulfill the action protocol concerning this subject. This molding involves the ambientation, reorganogrammmation, georganogrammation, comptrolling and intergestion.
5.1. Ambientation
Ambientation is to acclimate the action, it is to identify the ambience of the action, it is to define the ambience compatible with the action. Ambience is the mean articulated through the conditions and circumstances under in which the event occurs. In this case, conditions and circumstances of the local government organization that assumes the protocol action. Establishing the ambience of the local government organization selects those in conditions of to fulfill the protocol action and of to be a guardian agent. To fulfill the action protocol, the local government must present sufficient ambience, which changes in accordance with the variation in the degree of modernization of the organization – outdated, modern or imposing.
Outdated Ambience
In the outdated ambience, the governmental organization of the protocol action presents a moderate degree of modernization. The management tools are obsolete, little surgical, outdated. There is an improvisation in the administrative managerial methods. The means for achieving the pre-established goals, appreciation of the priorities, personnel training, planning elaboration, efficiency and control of resources are outpaced. The facilities are precarious. The equipment, reduced and obsolete. The group of specialized employees is limited and overly busy. With such ambience, the local government can only assume a few UTIs.
