f) Associating the UTI of the SUTI of the SGNU to the member of the SGNU team. Each UTI of the SUTI is placed under the responsibility of a member of the SGNU team that assumes this SUTI. This establishes the responsible for the results of the protocol action in the UTI. One UTI of the SUTI, one member of the SGNU team, establishes the respect of the biunity rule (Figure 5.h.)

If the number of UTIs assumed by the government is less than thirteen, each is linked to one of the SGNU, among the thirteen created. The SGNUs that are left over remain in the role of consultants. The concept of SR/SUTI loses purpose.
