5.4. Comptrolling
The protocols action of the local government organization are revised by the comptrolling, institutionalized, which measures obligations, responsibilities, guidelines, evaluation and check from two auxiliary structures:
a) Mirror UTI.
In order to facilitate the recognition of the quality of the works and avoid the propagation of errors, one of the UTIs assumed by the local government it is chosen, which is placed under the responsibility of the CGNU, to serve as a reference of the protocol action. The work of the CGNU team in this UTI serves as a "mirror" to those performed by teams of SGNU in their UTIs. The "Mirror UTI" (UTI M) is the reference for measuring the functioning of GC3PL (Figure 5.i).

b) Council of Primordial Civilization of Local Population Portions.
To confer and decide on the action of the GC3PL, the "Council of Primordial Civilization of Local Population Portions" is created by the local government, CC3PL, organism chaired by the highest authority of the local government, secretariat by the executive secretary of the GC3PL and prevailed by sixteen permanent members (Figure 5.j).
