c) Sectioning the governed territory in thirteen sub regions (SR) of UTIs. The governed territory is sectioned into thirteen sub regions (SR), considering only the UTIs assumed by the government and with each section welcoming at least one UTI, based upon rational aspects – proximity among UTIs, population size, among other criteria. This means that a UTI for having a large population or a special importance to the government agent, can be one of the thirteen SRs of the mapping of the thirteen SRs of UTIs (Figure 5.e).
