The organism component of the GC3PL is named "Guardian Nucleus of UTI - GNU". The protocol action of the guardian agent government is carried through each GNU. A sectoral GNU is a "Sectoral Guardian Nucleus of UTI - SGNU" and the central GNU is the "Central Guardian Nucleus of UTI - CGNU ". The staff of the GC3PL is firmed by the joint teams of GNUs.
In the organizational scheme GC3PL (Figure 5.b), the CGNU is the executive secretary and has the particular team of the presidency, which is occupied by the highest local authority. Each SGNU is divided into two subcoordinations to gather the urban and rural UTI s, assumed by the local government.

The CGNU ensures integration among the thirteen SGNUs and the quality of work of each of them. Each SGNU works for the team of the GC3PL, as a consultant for the suppression of the scarcity concerning it. The technical and financial resources to remove the primordial scarcities of the set of UTIs, taken on by the SGNU of a particular sector, sip from this sector. The SGNU renders account to the CGNU. This reorganogrammation forwards the protocol action without wasting time and hope. From it, to respect the rule of the standard biunity (one UTI, one guardian agent), the molding of the organization of the local government establishes the georganogrammation.
