The aggregation of tenants of the neighborhood as corporative social group is provided by the realization that transparency and credibility to the undertaking are assured by large, unrestricted fiscalization. Each individual and each establishment is mentor of this permanent monitoring. The supervision of all that occurs in the undertaking is expanded and refined with entry into the social group from each new member. The social group that performs and finances is the same one that monitors the quality of results and the use of money that is applied. The term of the actions, results, goals, everything is openly monitored in real time. This, exercised daily, anytime, by many people, including members of the portion of the population benefited, allows a great visibility of the items that, by chance, raise clarification. Nothing escapes the watchful eyes that confer to criticize or to approve, and criticize to warn or to correct.Nothing wrong goes unnoticed. Everything is visible. Without sacrifice. Each fiscal evaluates the course of the undertaking, accompanies the suppression of each primordial scarcity, evaluates income, and confers rendering of accounts. Tenants in the neighborhood who are not part of AC3PL also carry out such fiscalization. Faults and their caregivers are promptly identified, without fear, without mitigating circumstances.
Thus, aggregate as guardian social group, individuals and establishments can assume the protocol action and remove the primordial scarcities of vulnerable portion of the neighborhood's population. However, by the tactical arrangement, the organizational sufficiency of the PAHS must also include the private enterprise.
