3.2. Corporate Mobilization
The tenants of the neighborhood form a disperse set of individuals and establishments that do not naturally organize themselves to undertake the protocol action. They need to be mobilized and aggregates as a social group for that purpose. This mobilization is established through the implementation of the structural supports – executive, financing and fiscalizating – of this corporate joint cooperation.
Executive Support
The aggregation of tenants of the neighborhood as corporative social group is provided by the entity generically called "Association for Primordial Civilization of Local Population Portion - AC3PL". Designed to trigger the executive activities, the AC3PL approximates the community to it, gathers and directs collaborations, raises compromises with the successful outcome, ensures convergence, relevance and implementation of the resolutions of the members. It’s with her that the individuals and establishments spearheading, coordinate and carry out the undertaking. Each social group AC3PL assumes a vulnerable portion of the local population with primordial scarcities to be removed and a primordial human civilization to be obtained.
Funding Support
The aggregation of tenants of the neighborhood as corporative social group is provided by the certainty that the financial amount raised assures the protocol action and ensures the investment capacity of the undertaking, and by the belief in the overall social return of the resource applied. Each individual and each establishment of the social group is a taxpayer funder of the suppression of the primordial scarcities of the vulnerable portion of the population. The value of the amount collected is predefined and pre-published. There is no resource shortage or surplus. The portion of the contribution is small - the social group has many members - and causes insignificant impact on individual budgets.
