* Three periods of successive governments, two intergestions, nine years, suppression of the primordial scarcities, phases of survival, overcome and support, thirteen SGNU, one portion of the population, of the UTI1. The GC3PL created during the guardian government 1 (GI1) operates in two others, of successive governments (GI2 and GI3). GI1 operates in the Year I, and GI2 and GI3 operate four years each. In this exemple, the GI1 initiates the intervention in the UTI (Year I), in its last year of mandate. It is recommended, for the benefit of the UTI M, that the technical staff of the SGNU is preserved.
