Coincident Agenda
The transfer of the protocol action in progress requires the agendas of succeeded and successor government to be the same. The providences to achieve the result are set. The successor government continues applying, without change, the inherited protocol of the succeeded government. These are director rules, set by the local state politics, respected unconditionally, with obstinacy, affectivity and commiseration by the humblest.
For the agenda of successive governments of the protocol action to be coincident, the constancy of the guardian intergestion is co-validated.
Constancy Co-validated
The co-validation of the constancy of the guardian intergestion is political and technical, in that order, obligatorily, without alternative. Political co-validation means making successive governments, in different institutional moments, reaffirm the intergovernmental partnership, even though the undertaking institutionalized by law. Such co-validation is extremely important and also intricate.
