d) Gathering the UTIs of each SR.
The UTIs of each SR are gathered in a set called "SUTI – Set of UTIs." SUTI is the group of the UTIs (one or more) of a SR. One SR, one SUTI. Thirteen SRs, thirteen SUTIs. The mapping of the thirteen SRs is the mapping of the thirteen SUTIs (Figure 5.f).

e) Associating SR/SUTI and SGNU
Each SR / SUTI is placed under the responsibility of a given SGNU. Thirteen SGNUs, thirteen SR/SUTI. This links the work of SGNU to a part of the governed territory. This territorialization of the governmental organization territorializes the GC3PL, "territorializes- the-action" of the suppression of the primordial scarcities and fixes the georganogrammation SR / SUTI-SGCT (Figure 5.g).
