3. SOCIAL GROUP
The portions of the local population are settled in the blocks of neighborhoods - interdependent territories, permeable and sensitive to what happens in each of them – from the cities and from the countryside. The quality of life in the neighborhood arises from the quality of life in the blocks in which are settled the vulnerable portions of the population and where some individuals transit, and the one in which are settled the portions of primordialy civilized population and all individuals transit. Taking care of the quality of life in the neighborhood is to take care of all the blocks of the neighborhood. This assignment is of all the tenants of the neighborhood, individuals and establishments. Removing the primordial human scarcities of all the vulnerable portions of the population is taking care of the quality of life in the neighborhood. This assignment is up to the primordialy civilized individuals and the establishments in the neighborhood, corporately mobilized.
3.1. Individuals and Establishments
The number of tenants in the neighborhood, made of individuals and establishments, reproduces the community spirit – threatened by the reordering of the modern acquaintanceship – that drives the improvement of the quality of life in the neighborhood.
3.1.1. Individuals Tenants
Improving the quality of life in the neighborhood by removing the primordial human scarcities of portions of the population is the assignment to, the children, the adolescents, the adults and the gerontolescents in the neighborhood and it interests them.
The Children
