II. SUFFICIENT ORGANIZATION
Organization is the rationality put at the service of an event. It is the structure of predetermined actions. It is a group of strategically combined elements to make a shared work of common interest. It is the element conveniently positioned to fulfill a determined function. It is a set of professionals and properly arranged means, combined to better achieve a certain objective.
The suppression of the primordial scarcities of the local population portion requires sufficient organization, predetermined, able to promote this undertaking.
In the PAHS, "sufficient organization" is the tactic condition for the application of the standard protocol in a UTI. Qualified established organization, enhanced by the operation itself, technically self-sufficient, well installed, modernly equipped. Protected, honored organization, run by and for its intended purpose. Exclusive, private, specialized organization, created by the guardian agent, to make him able to ensure the desired result. Sufficient organization of the social group, the private enterprise or the local government.
