The goal setting allows the efforts' measurement as procedure of the

Efforts
The decision to assume a certain undertaking presupposes knowledge about the type, quantity and timing (ordering) of the effort required. Such measurement is a procedure of the action protocol that makes problems, and solutions recurring in standard scale to be proportional to those in real scale within the same characteristics. To use it is created the concept of "standard UTI of the real UTI" or "standard UTI", with a population of 1000 inhabitants, and the characteristics and circumstances of the real UTI of the undertaking. The efforts simulation qualitatively predicted in this hypothetical UTI in standard scale allows demarcate them in real scale from the determination of a factor "k" of proportionality.
