The precursor social instrument gathers countries with vulnerable portions of population in a universal network, grouping them rationally and offering exclusive service to each one of them.
Rational Groupings
Striving for the rationality access, the precursor social instrument gathers countries with vulnerable portions of the population into five groups. Four with countries fluent in Portuguese, Spanish, English or French, respectively, and one, accessed by the sign "+", with those fluent in other idioms. In the www.vhilf.com address, the opening page of VHILF.com shows the links to grouped countries into one of these four idioms.
