The factor "k" allows extrapolation to the true scale the simulated load provided in standard scale.The effort "E" real, on the real UTI scale, is "k" times that one calculated on the scale of the standard UTI, and the proportionality factor, "k", is obtained by dividing the population of the real UTI by 1000. i.e,
E real = k standard E, being k = P/1000 and P = Population of the real UTI
By this formula, any effort of removing primordial scarcities of the real vulnerable population portion is calculated in a simple and fast way. The standard UTI is the standard unit of the real UTI - the real UTI is "k" times the standard UTI. The standard APSS is the standard unit of the real APSS. It is sized for standard UTI of the real UTI. The effort required by the real APSS is "k" times the effort required by the standard APSS. This sets the size of the effort required to meet the real APSS.
The efforts measurement provides a cost estimate as procedure of the protocol action expertise.
Costs
The costs of suppression of the primordial scarcities are peculiar characteristics of the UTI and its circumstances, and determined by the sum of the costs of deploying APSSs. They are partial, annual and of a phase, and total, from the entire undertaking. The total cost is the sum of the implantation partial costs of APSSs, added from the maintenance cost of suppression of the primordial lethal scarcities until the ninth year. The cost of implantation of the real APSS is estimated from the cost of implantation of the corresponding standard APSS, multiplied by its factor "k".
The cost estimate fosters the self-financing as procedure of the of the protocol action expertise.
