Therefore, a simple observation of the PSIn or of the HPVI of a portion of the local population or of an individual allows to detect whether this is a UTI and if this is a poorindigent and in what grade. This perceiving is essential for the work of the civilizer indicator agent, it facilitates the active search, it avoids that the task of identifying the vulnerable portion of the population becomes expensive and time consuming, as it traditionally occurs by other methods. As soon as detected, or indicated, the UTI can have its preliminary registration set – name, address (state, municipality, neighborhood, or rural area, incubator community) and the number of the population – and subsequently detailed.
The perceiving of the presence, as a problem, and the absence, as a solution, of primordial human scarcities conditions the standardization of the priorities of objective mastery.
1.2.2. Priorities
Priority is a condition that establishes and enforces an order from the most important, urgent and feasible. Priority is the important that becomes urgent, the important urgent that becomes feasible. The suppression of the thirteen primordial human scarcities follows an order of priorities that makes the undertaking achievable. Priorities in a standards order.
