a) Vital APSSs
The vital APSSs standard, are seven (Figure 1.i), they are intended to remove the primordial scarcities of water, food, habitability, clothing, cure, salubrity and energy, from the individual or the portion of vulnerable population, rural or urban and are known by the acronym that indicates the SSCP1 to which they belong and the scarcity targeted, or by the denominations of the SCPs.

Water
Access to Civilizatory Water
APSS1wt – aims to provide access, capture, storage within in familiar and community sphere. In rural areas, through the installation of a cistern within in familiar and community sphere; capture and storage of water from wells, from rain, from dams - for drinking after filtration, for personal hygiene, irrigation, and from animals' use. In urban areas, through the provider infrastructure of clean and potable water, originated from the distribution network, from well or rain water, for personal hygiene, cleaning of houses and sanitary flushes.

Access to Civilizatory Food
APSS1fd – aims to ensure a proper diet with food (Food) coming from nutritious horticultural products and fish farming by confinement, in small, medium and large scales (own consumption and external sales that generates income to enable other APSSs ). Guaranteed diet in rural areas, through equipment, technology, land, for the food production within in familiar and community sphere; in urban areas, this diet is guaranteed by cooperative community of balanced food and community restaurants. This APSS generates technical assistance for this rural production.
Habitability
Access to Civilizatory Housing
APSS1hb – aims habitability coming from the residential construction or renovation that brings basic comfort and salubrity, modernization without sophistication, in rural and urban areas, guaranteed by advanced ambientation technology, inserted by specialists without improvisation ( action without improvising: it’s not enough to want, it is required to know to do), taking advantage of the workforce and raw materials local.
Clothing
Access to Civilizatory Garment
APSS1cl – aims, in rural and urban areas, the manufacture (Cooperative) of garments for everyday and school use, with the purpose of own consumption and external sales, which generate income to enable other APSSs in order to remove the scarcity of clothing adjusted to maintain the body heat, eliminate the appearance of mendicancy, retain the power of self- esteem in the soul, protecting from climate and humiliating prejudice.
Cure
Access to Civilizatory
APSS1cr – aims to give medical care and provision of permanent medication (Medical- Dental Station – Pharmacy / preventive medicine, health education and hygiene); in community care, aims the familiarization between attendant and attended to remove the scarcity of cure (the Illness). This service has to be done in the rural area through mobile units and in the urban area, by fixed units, and must have secured facility, technology, equipment and workforce, these ones with paid internship opportunity, voluntary or mandatory, for recently graduated health care professionals.
Salubrity
Access to Civlizatory Salubrity
APSS1sl – aims to ensure sanitary sewage, selection and recycling of garbage to remove the salubrity scarcity. In rural areas, with the installation of bio-digester, for family and community. In urban areas with sewer, garbage collection, street cleaning - strategy task force to facilitate the suppression of garbage and cleaning of public places in favor of the family, collective and environmental salubrity.
Energy
Access to Civilizatory Energy
APSS1en – aims at ensuring availability, access, capture for family and community to supply, in essential quantity (with certain purposes and the respect for nature) the scarcity of energy. In rural and urban areas, gas cooking cooperative cylinder and rural electrical network extension (responsibility of whom grants this public service). Implantation (installation and equipment) of alternative non-conventional energy systems to the most isolated families. Temporary social tariff (responsibility of who grants this public service).
