a) To insert an manifestation, the fiscal agent, in the opened tool: opens the lists and selects the State and District; inserts the focus of the manifestation; inserts the contents of the manifestation; "Register Manifestations": saves and freezes the focus and content of the manifestation with the author (who opened the tool) and the date. Henceforth, the focus of the manifestation, with an author and a date appears in the Archive of Manifestations.
b) To insert a return, the fiscal agent, in the opened tool: opens the lists and selects the State and District (the content of events shows up – if any – on the undertakings of this district, stored by the focus, author and date in the Archive of Manifestations); selects, by the focus, the manifestation (the content of the manifestation ;the name of the author – who opened the tool – and the date of return shows up); inserts the contents of the return. "Register Return": saves and freezes the content of return with the author and the date associated with the focus of the manifestation.
Observations:
The fiscalization functions in the shape of manifestations and objective feedbacks regarding the undertakings of suppression of a primordial human scarcity in a given district. Manifestations and feedbacks inserted are associated with their respective codes F and passwords F of the opening page. The tool always opens with the list of states and districts, date and spaces empty for a new insertion of manifestations or returns. The date of the manifestation is the date of registration of the manifestation. The return date is the date of the return registration. The manifestations foci, of various agents, on the undertakings in the district selected, are listed in the archive of manifestations in chronological order. The button goes through the list and the counter allows obtaining the extension of the list of manifestations. The focus of the manifestation must be up to 100 characters. The content of the manifestation or of the return must be up to 1⁄4 page. A change in a manifestation is recorded as new manifestation. A change in a return is recorded as new feedback. The author of a manifestation or feedback is always the agent holder of the code F and password F that open the tool. Manifestations and returns are disclosed by the consultation "Observatory" tool. "Help" directly accesses the item "Fiscal Forum" in "Presentation". "Close" returns to the page "ART" in which the "Fiscal Forum" was triggered.
